ACCOMPLISHMENT REPORT
CY 2012

Introduction  

The Local Government Unit of Villaverde has a total of 91 elected officials headed by the Municipal Mayor. Other elected officials are the Vice Mayor, 10 Municipal Councilors (including the ABC Chairman and the President of the Federation of the Sangguniang Kabataan), 9 Barangay Chairman and 63 Barangay Kagawads. Complementing the Municipal Officials are the career and non-career municipal employees totaling to eighty eight (88) with permanent, casual, contractual and co-terminus appointment.

The Municipal Mayor heads the executive department and has direct supervision of the different departments in carrying out their mandate particularly the provision of socio-economic and physical services, implementation of infrastructure and support facilities, maintenance of peace and order, protection of the environment and enhancement of private-public-NGO-PO partnership.

As chief executive of the municipality, the mayor executes and implements all laws and ordinances within her territorial jurisdiction. She is over-all administrator and general supervisor and controller of the municipality. Her powers are basically the following:

1)      To exercise supervision and control over all programs, projects and services of her municipal government.

2)      Enforce all laws and ordinances, and to implement all policies, programs, projects, services and activities of the municipality and exercise the corporate powers of the municipality.

3)      Initiate and maximize the generation of resources and revenues and to see to it that the same be applied in accordance with law and ordinance; and

4)      To ensure the delivery of basic services and to provide adequate facilities.

Being embodied in the Local Government Code of 1991 an annual report containing a summary of all matters pertaining to the management, administration and development of the municipality and all information and data relative to its political, social and economic condition is being prepared and submitted to concerned agencies.

EVALUATION OF APPLICANTS

Initial comparative assessment of applicants was conducted on January 9, 2012 followed by the final deliberation of the Personnel Selection Board on January 12, 2012 which resulted in the recommendation (Board Resolution No. 001, s 2012) of the most qualified applicant to fill up the vacant Administrative Aide IV (Clerk II) position.

Other agenda of the Board meeting on January 12, 2012 was the renewal of contract/appointment of the casual and contractual personnel which was approved per Board Resolution No. 2012-002, s. 2102.

Further, screening of applicants contending for a driving job was conducted to exercise prudent selection of personnel (Board Resolution No. 003 s. 2012).

Introduction

         The Human Resource Management (HRM) Section is in charge of personnel management and records keeping in accordance with the constitutional provisions on civil service, pertinent laws, rules and regulations thereon, including implementation of personnel mechanisms, policy guidelines and standards as the Civil Service Commission may establish.

 Vision

Development of officers and employees to be capable, competent, skilled and morally upright who respect their peers, supervisors and the public they serve.

Mission

To build a pool of capable, productive and professional public servants based on merit and fitness.

 

 HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT PROGRAM

Leave Administration

Acted on leave application of municipal employees (posting recording of leave balances on leave ledger /leave form) e.g.  vacation leave, sick leave,  maternity leave, special leave privilege, terminal leave

Employee Benefits and Welfare

 - Promotion of employees’ well-being, welfare and benefits has been initiated such as the
conduct of physical fitness program geared towards a healthy workforce.

- Membership to the Home Development Mutual Fund (Pag-IBIG) of the casual and job
order personnel has also been encouraged

- LGU-Villaverde employees received the benefits and privileges mandated by law such
as PERA, clothing allowance, 13th  month pay and step increments.

 CAREER AND EMPLOYEE DEVELOPMENT PROGRAM

Capability Building and Enhancement Skills

       Attendance to various seminars/workshops of officials and employees is part of the Career and Employee Development Program of the Local Government Unit as a whole.  Last year, a Journalism enhancement program was conducted in order to hone the writing skills of LGU personnel.  Apart from this was an assessment for driving (NC II) conducted as a tool to assess professional growth of LGU personnel driving government vehicles and determine their development needs. Further activities aimed at employee development followed such as the recollection conducted last year.

REPORT OF FINDINGS

The Report Card showed that the Municipality of Villaverde scored 74.56% which is equivalent to an ACCEPTABLE rating. The agency passed all areas:

                                        1. Compliance with ARTA Provision
                                        2. Over-all Satisfaction
                                        3. Frontline Service Provider
                                        4. Service Quality
                                        5. Physical Working Condition

CONCLUSION AND RECOMMENDATION

Based on the respondents comment, suggestions and observations and as confirmed by the researchers, the following recommendations to further improve the LGU’s performance in terms of compliance with the provisions of ARTA, are presented below:

                                        1. Heighten public awareness on the existence of the Citizen’s Charter
                                        2. Enhance the Citizen’s Charter posted at the main entrance of the Local Government Office by enlarging the word “CITIZENS CHARTER” so that clients can easily notice and read it.
                                        3. Include in the Citizen’s Charter the procedures for Filing Complaints and Feedback Mechanism of the Agency.
                                        4. Identification Cards (IDs) /Nameplates of the service providers should be written in big, bold letters so it can be easily read by clients.
                                        5. Provide more chairs and improve the ventilation at the waiting area of the Municipal health Office for the clients/patients to be more comfortable.

PUBLIC EMPLOYMENT SERVICES OFFICE (PESO)

 PESO is a non- free charging multi-employment service facility or entity establishment or accredited pursuant to RA No. 8759, otherwise known as the PESO Act of 1999.

It is established to carry out full employment & equality of employment opportunities for all, and for this purpose, to strengthen & expand the existing employment facilitation service machinery of the government particularly at the local levels.

Its general objective is to ensure the prompt, timely and efficient delivery of employment service and provision of information on the other DOLE Programs.

Functions of the PESO

                                        1. Encourage employees to submit to the PESO on a regular basis a list of job vacancies in their respective establishments in order to facilitate the exchange of labor market information services to job seekers & employers by providing employment services to job seeker, both for local & overseas employment and recruitment assistance to employees.
                                        2. Develop and administer testing & evaluation instruments for effective job selection, training & counselling.
                                        3. Provide persons with entrepreneurship qualities access to the various livelihood & self- employment programs offered by local government & non-governmental organization at the provincial/city/municipal/brgy. levels by undertaking referrals for such programs.
                                        4. Undertake employability enhancement trainings/seminar for jobseekers as well as those would like to change career or enhance their employability. This function is presently supervised by TESDA & conducted by other training agencies.
                                        5. Provide employment & occupational counselling , career guidance, mass motivation & values development activities,
                                        6. Conduct pre-employment counselling & orientation to prospective local and overseas workers.
                                        7. Provide reintegration assistance services to returning Filipino migrant workers, and
                                        8. Perform such functions as wilfully carry out the objective of this Act.

Special Services of PESO

                                        3. Special Credit Assistance for Placed Overseas Workers
                                        4. Special for Employment of Students & OSY – this program shall endeavour to provide employment to deserving students & OSY coming from poor families during summer or Christmas vacations recorded for under RA 7323 and its IRR to enable them to pursue their education.
                                        5. Work appreciation program – this program aims to develop the values of work & ethics by exposing the young to actual work situations.
