  INTRODUCTION

It is the prime obligation of the Municipal Assessor’s Office to appraise and assess all real properties within the municipality. In this process, this office is being guided with basic principle that all these existing real properties shall be appraised and assessed equitably and justifiably. Results of appraisal and assessment were properly listed for proper, efficient and effective administration of real property tax.

  FUNCTIONS

  • Exercise functions of appraisal and assessment primarily for the taxation purposes of all properties in the municipality.
  • Initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practices in the valuation of real properties for taxation purposes.
  • Establish systematic method of real property assessment.
  • Prepare, install and maintain a system of tax mapping showing graphically all property subject to assessment and gather data concerning the same.
  • Install and maintain real property identification and accounting system.
  • Conduct frequent physical survey to verify and determine whether all properties within the municipality are properly listed.
  • Issue upon request of any interested party certified copies of assessment records of real property and all other records relative to assessment upon payment of service charges or fee to the treasurer.
  • Ensure that all laws and policies governing appraisal and assessment of real properties for taxation purposes are properly executed.

 REAL PROPERTY TAX ADMINISTRATION

At the end of the year, the Municipal Assessor’s Office has catered the needs of 395 Real Property Owners from issuance of certified true copy of tax declaration and certifications and updating the assessment of their real properties. 4,056 real property order of payment (RPTOP) were sent to Real Property Owners, through the Municipal Treasurer’s Office and Barangay Officials, informing their tax obligation for the year 2014.A total of 36 new real properties had been discovered and assessed and properly listed to our Assessment Records.

At the end of the year, Market Value of Real Properties was posted at P1,960,269,830.00 from P1,955,367,880.00 from last year which gave a slight increase of P4,901,950.00. Assessed Value was also recorded at P182,967,710.00 at the end of the year from P182,329,660.00 of last year or an increase of P638,050.00.

Market Value of taxable real properties increased from P1,477,777,500.00 from last year to P1,482,716,620.00. Consequently there was also a slight increase of assessed value of P641,030.00.

GENERAL ADMINISTRATIVE SUPPORT AND SUPERVISION

Tax Information and Dissemination
In support with the Municipal Treasurer’s Office, this office conducted the tax information campaign on March 15, 2013. Personnel of Assessor’s Office went around Villaverde together with the MTO personnel informing Real Property Owners to take the incentive of 10% discount on their Real Property taxes by paying it not later than March 31, 2013. We also collaborated with the Municipal Treasure’s Office and the Provincial Treasurers Office in our drive to collect payments from delinquent taxpayers.

Data Banking
Engr. Jose L. Carreon, the Assistant Provincial Assessor’s Office of Nueva Vizcaya and author of the system we are using in recording and accounting of Real Properties in the Municipality religiously monitoring and upgrading the system of Assessment, Appraisal and Recording. He once again came up with a designed which gave this office a faster and reliable retrieval of documents. Although the system is not as sophisticated compared to other designs existing today but it can compete when it comes to reliability and accessibility, computer friendly and given to the municipality free of charge.

Planning and Monitoring
An annual report was submitted to the Local Chief Executive on February 2013. Plans and Programs reflective with the Annual Investment Plan were also submitted to Department of Finance Region II on December 2013.

Monthly Reports and Quarterly Reports were religiously submitted to the Provincial Assessor’s Office and Department of Finance Region 02. Quarterly reports were also submitted to the Local Chief Executive and to the Sangguniang Bayan Office.

Trainings and Seminar
Constant attendance to training and seminars is also necessary to carry out the given task to this office. The Municipal Assessor had attended numerous training and seminars which capacitated him on best practices/programs in the field of assessments to wit:

Aside from his usual work in assessment in the office, Mr. Freddie M. Valdez, the Local Assessments and Operations Officer of this office, attended training and seminars on the crafting of the Forest Land Use of the municipality on February 26-March 1, 2013 in Lumban, Laguna and on March 22, 2013 at Sta. Fe, Nueva Vizcaya. He is also a member of the Technical Working Group in the updating of the Comprehensive Land Use Plan of the municipality which gave him the opportunity to attend the Workshop-Write shop on the Comprehensive Land Use Plan/Zoning Ordinance Formulation/Updating Application to CLUP Preparation-Module I held at Baguio City last December 2-6,2013.

Moreover, On July 21, 2013, Mr. Freddie M. Valdez and Jolly Ducusin passed the Real Estate Appraiser Licensure Examination by the Professional Regulation Commission thus making the Municipal Assessor’s Office of Villaverde as the only Assessor’s Office in the Province of Nueva Vizcaya whose staff are Registered Real Property Appraiser.
