A child’s beaming smile is an indication that his rights, total development, survival and protection are upheld by the people who aretaking care of him. That smile will surely be imparted to everyone who is dealing with the child. In Villaverde, all sectors of the community were encouraged by the Municipal Mayor Atty. Ronelie dP. Ubando-Valtoribio to continue working for the achievement of the four core needs of a child to achieve and ensure their bright future for she believes that the children are the future stewards of our country.
The Green and Smoke Free World of Villaverde, Eden of a Brighter Future for our Children is the banner vision of Villaverde wherein it aims to address the core needs and the fulfillment of rights of every child in the town.
For the second time, Villaverde achieved the award of “Philippines’ Most Child Friendly Municipality”- 4th to 6th Class Municipality Category on 17th of April 2013 at Bahay ng Alumni, UP Diliman, Quezon City. All the concerted efforts of every Villaverdians were not put into the waste bin for the government have recognized once again the smallest town of Nueva Vizcaya for its determination to maintain a child-friendly environment.
A big toss to the Municipal Government, Barangay Council of the 9 Barangays, schools both elementary and secondary, people’s organizations and to all Villaverdians for the honor that the municipality has accomplished!
“No smoking, Smoking Kills”; “Wag mag Yosi, Wag Kadiri”; “Healthier, Happier, Cleaner, Fresher Villaverde – Tobacco Free Municipality” are some of the slogans posted on the different IEC materials and campaign paraphernalia that were used in the crusade of eradicating cigarette smoking in the municipality. Moreover, burden of smoking were conveyed to the constituents of Villaverde such as: 1)There are 7000 chemical compounds such as nicotine, tar, lead, ammonia, etc. in a stick of cigarette; 69 of which are cancer causing agents and more than 200 are toxic. 2) 5 out of 10 leading causes of mortality in Nueva Vizcaya are tobacco related diseases 3) 8-10 Filipinos die every hour because of tobacco related diseases.
Ordinances and resolutions from the national and provincial level prohibiting smoking in certain public places have been long established in Nueva Vizcaya but only now with the administration of Mayor Ronelie dP. Ubando-Valtoribio that this crusade was established and executed in Villaverde.Surely a 100% success of the crusade will be realized with the Municipal Task Force, led by Municipal Health Officer Dr. Telesforo A. Ragpa, implementing, monitoring and enforcing the Smoke Free Ordinance which helps Villaverdians be aware of smoking, second hand smoke and the benefits of a smoke free environment.
With the campaign materials, people who are monitoring the crusade on Smoke Free Environment as well as the penalties imposed to the violators, it is just but fulfilling to know that for the 2nd time around, Villaverde garnered again the Red Orchid Award – 100% Tobacco Free Municipality. On the 4th day of June 2013 at Crowne Plaza Galleria Manila, Ortigas Avenue, Quezon City, the Municipal Mayor Ronelie dP.Ubando-Valtoribio and company received the award.
A total of five hundred sixty eight (568) day care children of the 11 day care centers in the 9 barangays of the Municipality of Villaverde joined the Supplemental Feeding Program of the Municipal Social Welfare and Development Office (MSWDO). Hot meals were served such as rice with vegetables, arrozcaldo, sopas and milo or milk as drinks. The 120 days feeding which runs on the week days from September 2012 to June 2013 aims to alleviate children from malnutrition.
There is an allotted supplemental fund of eight hundred fifty five thousand nine hundred fifty pesos (P855, 950.00) from the Department of Social Welfare and Development (DSWD) on the conduct and implementation of the said project.
The MENRO Section of the Municipal Agriculture Office led the Arbor Day Celebration on June 25, 2013 at 3 PM. The Mass tree planting activity was participated by all Municipal Officials and Employees, Barangay Councils, schools and residents of the municipality. Moreover, OIC,CENRO of Bayombong Dr. Constante L. Espiritu, his staff and some of the PENRO staff also participated on the said movement of Urban Greening. The said movement is a part of the National Greening Program (NGP) and Re-greening Villaverde Project (RVP) that includes road sides’ tree planting, barangay tree plantation, and planting of trees within the school premises.
Eight hectares (8 ha) of land in the Municipality of Villaverde were planted with 3000 pcs of flowering trees such as fire tree, golden shower and banaba. The trees planted are intended to conserve and to develop the biodiversity of our ecosystem and enhance climate change and global warming prevention and mitigation.
Children in the 12 primary schools of Villaverde were being monitored yearly upon the opening of classes by the Municipal Health Office Program “Oplan Alis Kuto and Universal Medical-Dental Check up”. This school year, the said program which was spearheaded by Municipal Health Officer Dr. Telesforo A. Ragpa, started on July 9, 2013 at Cabuluan. Deworming, hygiene enhancement (free haircut), removal of lice and extracting of tooth were some of the events offered to the primary students of Buenavista and Villa Par Pale Elementary School.
Municipal Mayor, Atty. Ronelie dP. Ubando-Valtoribio joined the activity as well as the Vice Mayor and some of the Municipal Councilors. Our beloved Mayor also gave slippers to some of the children who don’t have one and to the others who have worn slippers as a token of gratitude to the Almighty God for her 3rd child’s first birthday.
Mr. Sonny Rey O. Lacamento, Municipal Sanitation Inspector spearheaded the activity on checking the water and food sanitation, construction of sanitary toilet and the hygiene of industrial areas such as ricemill, large scale piggeries and poultries of every household of the 9 Barangays of the municipality.
For this year’s National Search for Barangay with Best Sanitation Practices, the entry is Barangay Bintawan Sur which was chosen because of its active and participative Barangay Council and its constituents. In 2011 and 2012 search of the same category, Barangay Poblacion and Barangay Ibung were the entries of the municipality that garnered Regional winners for Barangay with Best Sanitation Practices. The 2 former barangays were the national entries of Region 2 with the above search.
All residents of Barangay Bintawan Sur are challenged because of the achievements of Villaverde for the past 2 years as regional winners for Barangay with Best Sanitation Practices. According to the Municipal Sanitation Inspector, he is hoping that Bintawan Sur will garner a place at the National Level with the cooperation of the Municipal and Barangay Officials and most specially, the Bintawan Sur households and industrial owners as well.
Another award garnered by Villaverde is 1st place in the Development Category (LGU Managed) during the Agency Research and Development In-House Review and Planning Workshop of Department of Agriculture RFO 02 at Country Inn Resort, Sta. Ana, Cagayan on July 24-26, 2013,. The Research Paper is entitled “Enhancing Productivity and Profitability of Rainfed Rice-Based Farming through Participatory Action Research in Villaverde, Nueva Vizcaya”. Mrs. Johna Viola P. Dacanay, Agricultural Technologist of MAGRO is the CPAR Coordinator of Villaverde.
The interventions adapted in this Community Based Participatory Action Research (CPAR) on Rainfed Rice Based Farming for Villaverde is improvement of the existing cropping pattern through the introduction of mungbean as follow crop before rice and integration of vegetables in bunds and backyard during the rice planting season. There’s also an increase in yield of rice using package of technology such as soil analysis, new released certified varieties and application of recommended fertilizer requirement. Transfer of Technology on CPAR project started in Villaverde last October 2011. Enterprise development and by-product utilization such as vermicomposting, mushroom production and value adding of mungbean are the future plans to be integrated for CPAR in Villaverde.
Diffun, Quirino and Basco, Batanes won 2nd and 3rd place respectively with their CPAR projects Lowland Rice Based with vegetables and livestock integration and Organic vegetables.
For the first time in the 54-year history of the municipality, Villaverde recently joined the National Search for the Most Child-Friendly Municipality of the Philippines in the 4th – 5th class category and was adjudged as the Regional winner besting the town of Sta. Teresita, Cagayan, a 3-time regional champion and a Hall of Famer.
This was disclosed by the Regional Awards Committee (RAC) composed of regional personnel from the DSWD, DOH,DILG and an NGO representative after their validation of entries submitted by the contestants in the different categories. The Regional Awards will be done in August of this year.
Based on the RAC’s assessment, Villaverde was chosen based in its performance in all criteria set for the contest such as planning and policy formulation for children, resources allocation and utilization for children, institutional bodies for children, service delivery that include health and nutrition, education, special protection, and in child and community participation.
Personnel from the PSWDO, the Office of the Governor and the provincial DILG provided technical assistance in the preparation of the entry write-up.
Submission of entries to the National Awards Committee (NAC) will be on July 26-30, 2011 and will be reviewed within August 2-13. Validation of short-listed entries will be from August 16 – September 30, 2011. Awarding of national winners will be on October 28, 2011 at Malacañang Palace, Manila.
The search is spearheaded by the National Council for the Welfare of Children (CWC).
The Villaverde Fire Brigade Emergency Response Team (VFBERT) that represented the province of Nueva Vizcaya for the fourth time successfully defended its title/standing as the Regional Overall Champion (Volunteer Fire Brigade Category) for four (4) consecutive years from 2008 to 2011. Once again, the VFBERT contingents proved their supremacy during the 8th Regional Firefighting Olympics held at Quirino Sports Complex, Capiltol Hills, Cabarroguis, Quirino on March 30, 2011. The occasion was the highlight of the celebration of the Fire Prevention Month with the theme; “KAHANDAAN SA SUNOG. . . TUNGO SA KAUNLARAN.” The team was lead by the Fire Prevention Officers of Villaverde, Nueva Vizcaya and Brgy. Captain of Poblacion of said municipality, SFO2 Leodevico V Mina, SFO1 Lope C Dipanio Jr. and Brgy. Captain Braulio R. Ocumen respectively.

Firefighting Olympics is a competition in the field of fire fighting and emergency rescue and transfer such as Engine Relay, Hose Connection with target, Hose Relay, Turret Target, Hose Throwing, Bucket Relay, Tug of War, Firema’s Carry, Track & Field, Ball Games and others. In Region 02, this is being conducted yearly in different provinces with the aim to strengthen sportsmanship and camaraderie, as well as giving opportunity to every BFP personnel and Volunteer Fire Brigade in every province of region 02 to display their skills in firefighting and emergency rescue operation.
During the closing program of said event, Regional Director of the Bureau of Fire Protection expressed his great appreciation for the cooperation and skills shown by the Fire Volunteers of region 2, especially to the VFBERT contingents for being on the top for 4 consecutive years.
VFBERT contingents and BFP personnel of Villaverde believed that without the support and inspiration from the promising Local Chief Executive of Villaverde, Nueva Vizcaya, ATTY. RONELIE U. VALTORIBIO, these accomplishments and added record of Nueva Vizcaya in this particular endeavor was not successfully achieved. The VFBERT is also thankful to the Mun. Vice Mayor, Hon. Norbert C. Alvendia and other SB members and those who extended their assistance to the group.
VFBERT is a Volunteer Fire Brigade of Villaverde, Nueva Vizcaya with 36 active members.
